Medicare Participating Provider
The Centers for Medicare and Medicaid Services (CMS), formerly the Health Care Financing Administration,
implemented a new payment system for medically necessary transports effective April of 2002. This dramatic
change is a result of the Balanced Budget Act of 1997, which will involve new HCPCS codes, payment methods,
and claim requirements. No longer will payment be based on reasonable charges or costs, but will be made
from a fee schedule that will apply to all ambulance services, hospitals, skilled nursing facilities and home health
agencies. This fee schedule will be implemented over a five-year period.
GROUND SERVICES ARE REIMBURSABLE IF THEY MEET THE FOLLOWING MEDICARE COVERAGE GUIDELINES:
*Services must be medically necessary and reasonable for the condition of the patient
*The condition of the patient contraindicates transportation by other means (i.e.- a private vehicle, AssistCAR, or
Wheelchair Coach)
*A diagnosis or a statement of the patient’s condition at the time of the transfer must be available in order to
determine medical necessity.
*Ambulance personnel must document their observations of the patient’s condition at the time of transport;
Transportation is to a hospital from another hospital when a patient’s needs can not be met at the first hospital
and the patient is admitted to the second hospital.
*Transportation is to an extended care facility, or to the patient’s home; and, Transportation is provided by an
approved supplier of ambulance services.
We are providers for Medicare, Medicaid, Blue Cross Blue Shield, and accept all private insurance carriers.
Non-Covered Services:
The following are some commonly billed non-covered services...
*Transport to a physician's office
*Transport to be treated by a preferred physician
*Transport to be closer to family or home
*Transport to a hospital's outpatient facilities for non-emergency care (certain specialized services may be
allowed if Certificate for Medical Necessity is sent.)
*Transport to a hospital just to receive VA benefits
When ordering ambulance transportation, please provide us with detailed information regarding the reason for
each trip. If you're not sure, please ask. The ultimate responsibility for payment lies with the patient if Medicare
does not cover the transportation.
MediRide also accepts Medicare assignment. What does this mean to you? Basically this, if Medicare decides to
pay your claim, they only allow a certain set amount. Regardless of the ambulance service charges, those
accepting assignment can only collect Medicare's allowed amount and the patient copayment and nothing more.
Ambulance services that do not accept Medicare assignment are able to charge you the full balance of their
private pay rates...costing you much more! With MediRide being a Medicare provider, with us you only pay your
copayment and with supplemental insurance coverage's you may have no out-of-pocket costs for your transport.
This information is very important as MediRide's transports are much less costly to the patients in the event of a
non covered transport.
